Functional impact assessment model

The efficiency of public procurement can be manifested as money saved, new innovations that provide added value, increased knowledge, improved product or service quality, or improved sustainability. Measuring and analysing such factors is not straightforward. However, the impact assessment model we developed a few years ago has been found highly useful in assessing the efficiency of tendering.

So far, our assessment model has been a two-step process, consisting of the setting of a target at the start of the tendering procedure and the measurement of results once the tendering is finished. In 2024, a third measurement point was added: a follow-up assessment of efficiency takes place approximately one year after the end of the tendering procedure. To date, the model has been used in 289 tendering procedures we have realised for our customers. In addition, more than 60 follow-up assessments have already been carried out.

Efficiency also assessed during mini-competitions

We have also started to use the impact assessment tool, with some adaptations, as part of our mini-competitions. The aim with mini-competitions is to consider the same elements of efficiency as for tendering provided through the tendering services, while taking the impact of joint procurement into account. This means that the impact assessment model has been adapted to the special characteristics of mini-competitions.

The first pilot project on using the impact assessment model for mini-competitions was a success. The pilot project involved the joint procurement of cleaning services where high efficiency potential was known to exist. Based on the findings made during the pilot project, we continued to develop the model during the year, and our next step will be extending the impact assessment to the joint procurement of meals-on-wheels services.
