Joint procurement

At the end of 2024, Hansel had 75 framework agreements, 57 dynamic purchasing systems and 27 small-scale procurement services (compared to 74 framework agreements, 52 dynamic purchasing systems and 25 small-scale procurement services at the end of 2023). There were 1,030 contractual suppliers at the end of the year (1,007 at the end of 2023).

The distribution of Microsoft licences was Hansel’s largest joint procurement procedure in 2024: the value of procurement totalled EUR 196 million (EUR 178 million in 2023). IT consulting was the second largest at EUR 163 million (EUR 150 million in 2023), and hardware leasing services the third largest at EUR 123 million (EUR 78 million in 2023).

In 2024, Hansel extended its joint procurement offering to healthcare and social welfare services. A dynamic procurement system for healthcare supplies and equipment was launched in the autumn, and the National Emergency Supply Agency used it in the procurement of its rescEU disaster response reserve funded by the European Union. The first joint healthcare and social welfare services procurement procedure on housing services for disabled persons was launched in December. The first purchases through this joint procurement procedure will take place in the spring of 2025.

Measured in euros, the largest government customers were the Finnish Defence Forces, Government ICT Centre Valtori and Senate Group. The largest municipal customers were Istekki Oy, DigiHelsinki Oy and the City of Vantaa. Of university customers, the University of Helsinki, Aalto University Foundation sr and the University of Eastern Finland made most use of Hansel’s contracts. Of the wellbeing services counties, Central Finland, Lapland and Central Uusimaa used joint procurement most.

Government electricity procurement is handled centrally through Hansel’s framework agreement and involves derivatives that hedge against changes in electricity prices in accordance with the Government’s electricity hedging strategy. Hansel is responsible for the management of this portfolio and is the counterparty to the derivative agreements on behalf of its customers. For Hansel, electricity derivatives trading is a pass-through item, and all the related expenses and income are charged for in full from Hansel’s portfolio customers (see Note 5.2).

Tendering services

The total value of tendering services sold in 2024 was EUR 2.5 million (EUR 2.6 million in 2023). There were 175 chargeable tendering projects in 2024 (205 in 2023). The preparation of the most extensive customer-specific tendering projects is typically spread over several years. The average customer satisfaction score for project-specific tendering services was 4.64 in 2024 on a scale of 1 to 5 (4.66 in the previous year).

Tendering services were provided especially for digitalisation projects, various device purchases and services of different industries. In 2024, impact targets were set with customers in 44 tendering projects, and a final impact assessment was performed in 42 projects. The targets set for the impacts of tendering projects typically involve the improvement of quality.

Procurement development services

The value of invoiced procurement development services was EUR 504,000 (EUR 517,000 in 2023). The majority of the development assignments involve the control and organisation of procurement, the analysis of key indicators and current status, planning, contractual management, the development of supplier cooperation, and sustainability. The customer satisfaction score for procurement development services was 4.58 on a scale of 1 to 5 (4.60 in the previous year).

The unit was also involved in the operations of the Competence Centre for Sustainable and Innovative Public Procurement (KEINO). The KEINO project ended in 2024. In 2024, related income amounting to EUR 53,000 was recorded in Hansel’s other operating expenses (EUR 247,000 in 2023).
